Connecting grand societal challenges with local goals in place-based innovation policyConnecting grand societal challenges with local goals in place-based innovation policy15 September 2020 Co-organised by the European Commission’s Joint Research Centre and RSA Europe The Territorial Development Unit of the European Commission’s Joint Research Centre and RSA Europe are delighted to present a webinar series based on selected themes of the SMARTER 2020 Conference. In line with the measures to contain the diffusion of COVID-19, the physical event will be replaced by a series of five webinars held between 15 September and 10 December 2020. Increasingly, innovation policies are framed around grand societal challenges and sustainable transformation. More traditional objectives of productivity enhancement, job creation and international competitiveness are accompanied by the search for solutions to environmental and social needs in line with the European Green Deal priority and the accomplishments of the United Nation’s Sustainable Development Goals, to be achieved through the mobilisation of science, technology and innovation. This transformation is also gaining momentum in local and regional policy making, raising a number of issues in relation to the capacity of place-based industrial innovation policies to meet these goals. What are the implications of this shift for place-based policy and instruments? What does the alignment of solutions to social and environmental problems with more traditional growth objectives imply? How can potential contradictions between different goals and dimensions (social, environmental and economic) can be resolved? Can we expect territorial policies to deliver on broad societal challenges, by providing solutions to those needs that are locally relevant? A dreadful pandemic is currently sweeping the planet causing dramatic health, social and economic consequences. We need coordinated policy initiatives at international, national and regional level to mitigate the COVID-19 economic crisis and promote a swift recovery. How can place-based policies play a role in tackling the severe socio-economic impacts of COVID-19? How can they help territories discover new opportunities for more sustainable and inclusive economies? The SMARTER 2020 Webinar series is a forum for debating those issues. Smart Specialisation provides a unique entry point for such debate. Smart Specialisation is a place-based EU policy promoting economic transformation by designing targeted investment in research and innovation. Building on a growing interest in this policy, the main principles and mechanisms of Smart Specialisation are travelling fast, attracting attention outside the European Union. At the same time, the Smart Specialisation approach is evolving, incorporating evidence on what worked and what did not, embracing a larger policy scope than just research and innovation and enriching its policy toolbox. Green, Equitable, InclusiveCities Designing Smarter Forest Plans & PoliciesGreen, Equitable, InclusiveCities Designing Smarter Forest Plans & Policies29 September 2020 Cities face unprecedented pressure to protect the health of their residents, provide access to outdoor green spaces, and address social disparities. At the same time, cities are facing rising costs from climate change, a global economic downturn and the prospect of tight municipal budgets. Forests and other nature-based solutions (NBS) can provide valuable health and economic benefits for city residents while fighting climate change, often at good value for money. But cities can cause unanticipated problems and aggravate existing inequalities if they fail to design their forest-related plans and policies thoughtfully. This virtual event will highlight the latest research and practice from Cities4Forests, an initiative led by more than 60 cities around the world, to better conserve, manage, and restore forests and other natural infrastructure. The event will showcase city leadership from Medellín, Colombia which has implemented an award-winning Green Corridors program. Speakers will also demo two new online resources from Cities4Forests:Urban Forests for Healthier Cities: Policy, Planning, Regulations, and Institutional Arrangements Social Equity Considerations for Cities’ Decision Making Related to Inner, Nearby, and Faraway Forests. Based on that knowledge and technical experience, Sharing Cities is launching a series of short webinars to explore each of those measures one by one: digital social market, e-bikes, building retrofit, sustainable energy management system, smart lampposts, e-mobility, and urban sharing platform. Each measure is also supported by a smart booklet and playbook which go into greater detail on how to replicate and scale-up in your city. Starting in June, each of these webinars will present the implementation of one smart city solution through two case studies from lighthouse cities. After the presentations, all participants are invited to join the discussion, ask questions and share their experiences. What is a smart lamppost? A smart lamppost is a lamppost that uses Light Emitting Diodes (LED) and that also includes applications such as WiFi, air quality and parking sensors, video cameras for public security, and electric vehicle (EV) charging. They can also be used by telecom operators as existing infrastructure for next generation mobile networks. The well-proven lighting and maintenance savings of the smart lamppost offer an attractive bankable initiative. The smart lamppost also presents a proven and visible ‘quick win’ for smart cities, and involves relatively mature de-risked technologies. |

In this context, EERA and partners are facilitating stakeholder dialogue focused on research and innovation priorities and pathways relevant to the Clean Energy Transition, including the SET-Plan objectives. The purpose is to define six pathways– and to pilot them during SUPEERA - covering a range of different realities in regional coverage, maturity and European industrial competitive sectors. These pathways will provide input for recommendations to support the Clean Energy Transition goals and to suggest policy measures, facilitating cooperation between research and industry. To achieve this purpose, six workshops will be organized in order to discuss and start piloting the selected pathways. The objective of this webinar is to introduce two selected pathways – on hydrogen and wind - and to discuss objectives and their piloting with relevant stakeholders. Based on the discussion and feedback, SUPEERA project will draw recommendations to be disseminated later, e.g. towards the European Commission and Member States and Associated Countries. |

After the adoption of a new EU Biodiversity Strategy for 2030 in May, Green Week will highlight the contribution biodiversity can make to society and the economy, and the role it can play in supporting and stimulating recovery in a post-pandemic world, bringing jobs and sustainable growth. The new strategy shows how the recovery is an opportunity for a fresh start, in the knowledge that transformative change is possible. It’s a chance to rethink our relationship with nature, to change the activities that are driving biodiversity loss and the wider ecological crisis, and to weigh up the implications for our economy and society. Based on that knowledge and technical experience, Sharing Cities is launching a series of short webinars to explore each of those measures one by one: digital social market, e-bikes, building retrofit, sustainable energy management system, smart lampposts, e-mobility, and urban sharing platform. Each measure is also supported by a smart booklet and playbook which go into greater detail on how to replicate and scale-up in your city. This workshop will present and discuss solutions to use satellite data and signals, which can make a real difference for public managers willing to increase cities’ sustainability and resilience to climate change and critical events. The workshop aims at bringing together representatives of local administrations, SMEs, research centres and space organisations to discuss about the opportunities and challenges to the operational uptake of mature satellite-based service in cities. The solutions to be presented have been recently developed to improve services that already existed or to respond to emerging city challenges, such as climate change and the COVID-19 sanitarian crisis. Connecting grand societal challenges with local goals in place-based innovation policyConnecting grand societal challenges with local goals in place-based innovation policy15 September 2020 Co-organised by the European Commission’s Joint Research Centre and RSA Europe The Territorial Development Unit of the European Commission’s Joint Research Centre and RSA Europe are delighted to present a webinar series based on selected themes of the SMARTER 2020 Conference. In line with the measures to contain the diffusion of COVID-19, the physical event will be replaced by a series of five webinars held between 15 September and 10 December 2020. Increasingly, innovation policies are framed around grand societal challenges and sustainable transformation. More traditional objectives of productivity enhancement, job creation and international competitiveness are accompanied by the search for solutions to environmental and social needs in line with the European Green Deal priority and the accomplishments of the United Nation’s Sustainable Development Goals, to be achieved through the mobilisation of science, technology and innovation. This transformation is also gaining momentum in local and regional policy making, raising a number of issues in relation to the capacity of place-based industrial innovation policies to meet these goals. What are the implications of this shift for place-based policy and instruments? What does the alignment of solutions to social and environmental problems with more traditional growth objectives imply? How can potential contradictions between different goals and dimensions (social, environmental and economic) can be resolved? Can we expect territorial policies to deliver on broad societal challenges, by providing solutions to those needs that are locally relevant? A dreadful pandemic is currently sweeping the planet causing dramatic health, social and economic consequences. We need coordinated policy initiatives at international, national and regional level to mitigate the COVID-19 economic crisis and promote a swift recovery. How can place-based policies play a role in tackling the severe socio-economic impacts of COVID-19? How can they help territories discover new opportunities for more sustainable and inclusive economies? The SMARTER 2020 Webinar series is a forum for debating those issues. Smart Specialisation provides a unique entry point for such debate. Smart Specialisation is a place-based EU policy promoting economic transformation by designing targeted investment in research and innovation. Location: Milan, Italy Organised by: Clarion Energy Developing PEDs in EuropeNational Strengths & WeaknessesDeveloping PEDs in EuropeNational Strengths & Weaknesses29 October 2020 The objective of this Members’ webinar is to identify opportunities and bottlenecks to the implementation of Positive Energy Districts (PEDs) / Zero Energy Districts (ZEDs) in existing legislation and policy across Europe. Could PEDs/ZEDs be developed in your country for more affordable and liveable neighbourhoods? The overarching 2015 Paris Climate Agreement lays the political landscape to achieve net-zero emissions in the second half of this century by all parties involved to keep a global temperature rise this century well below 2°C above pre-industrial levels. Following this, the European Commission’s U Green Deal strives to make Europe “the first climate-neutral continent” by 2050. At the same time, several EU policies provide a legislative framework to help Member States reach these targets, namely: the Renewable Energy Directive (RES), the Energy Performance of Buildings Directive (EPBD), the Energy Efficiency Directive (EED), the EU Emissions Trading System (ETS), the Effort Sharing Regulation (ESR) and the Electricity Directive (2009/72/EC). Each Directive has specific importance for supporting the development of PEDs/ZEDs and decarbonising the building stock. Most notably, the EPBD paves the way for the reduction of energy demand from buildings across Europe. It requires each Member State to develop regulations and packages to improve the energy performance of their buildings and defines the concept of ‘zero energy’. It requires Member States to establish NZEBs as the new building standard in building codes or regulations from 2021. According to the Joint Research Centre (JRC), PEDs or ZEDs are understood as a group of buildings such as a city district, community, village, cluster of buildings or campus, with a stated goal of achieving positive or zero energy, respectively, producing at least the same amount of energy as they demand, whose reduced energy demand is produced by on-site or nearby renewable energy. Amongst the many advantages that PEDs/ZEDs can provide, some of them include: economies of scale and cost-effectiveness for building owners, district regeneration, unlocking investment opportunities and many services and techniques that may not be available on an individual building scale, such as wastewater recycling, rainwater harvesting or district heating and cooling. But most importantly, PEDs/ZEDs have the potential to turn deprived neighbourhoods into liveable and valued ones through better stakeholder collaboration, community involvement, job creation, boosting of the local economy, reduced energy poverty rates, better local shared spaces and better air quality. As part of Housing Europe’s work for the EU-funded H2020 syn.ikia project on Sustainable Plus Energy Neighbourhoods, we are gathering a complete overview of the current state of the existing legislation on PEDs/ZEDs in four different countries in Europe (Norway, Spain, Austria and the Netherlands) to validate their functionality. COP26 GlasgowCOP26 Glasgow1 November 2020 – 11 November 2020 For the first time, the UK will host the 26th UN Climate Change Conference of the Parties (COP26) at the Scottish Event Campus (SEC) in Glasgow on 1 – 12 November 2021. The climate talks will be the biggest international summit the UK has ever hosted; bringing together over 30,000 delegates including heads of state, climate experts and campaigners to agree coordinated action to tackle climate change. The challenge is not insignificant, but we must step up to it to save the environment we all live in. The UN Climate Change process is central to that collective action. |
